Yes. In Abremski v. Southeastern School District, Commonwealth Court upheld such an action on the basis that the district had the authority to impose sanctions upon students for improper conduct. The district is responsible and in control of students while in school, including the time required going to and from their homes.

Act 166 of 1986 changed the law to provide that school districts shall adopt regulations regarding the number of chaperones to ride on buses with students.
Yes. Advertising is permissible in the interior of a school bus with the following criteria. Ads cannot block windows or be near emergency exit signs or other safety instructions. The ads must have an adhesive back, they cannot be paper posters just taped to the interior.
